Ring inside torii or wooden structure

Could somebody explain the meaning of the ring inside a torii or wooden structures as I noticed in many Shinto shrines in Tokyo and around Saitamaken this summer? I guessed it to be part of a harvest ceremony, but would like to know for sure. See here for an example of the torii at the Ueno Park shrine: http://monochrome.me.uk/blog/p/1218
