hello, Is it possible to buy used phone / second-hand phone, then unlocking sim card in docomo? example, i'm buying second hand ntt docomo f-08d in eiyaaa.com then carry it to docomo shops? according to: http://www.nttdocomo.co.jp/english/support/procedure/simcard/unlock_dc...it's possible to unlock sim card so that can use in other country, but is it possible for used phone? thanks

Yes, it is possible but only with certain models that were sold after April 2011. Be aware that docomo phones (and other Japan specific models) may not work correctly, or have all of their options enabled when used in other countries.

It is possible for PR holders, however you would probably need the cooperation of the original owner to authorize the unlock. Its all described in the link that you posted above. Keep in mind that you will probably be better off purchasing phones that have already been unlocked rather than buying a phone and trying to unlock it later.
However tourists cannot unlock phones at docomo stores because they are required to document your identity with some sort of resident ID.
