Sorry, I'm unsure about "regretfully". Do this speaker hate his step father? And how serious?
1) I never want but admit that... 残念ながら確かに 私は義父を本当に好きになりはじめました... とは言え、まだ彼を父と呼ぶつもりはありません。
2) I can't help but admit that... 私は義父を本当に好きになりはじめたことを認めざるを得ません... とは言え、まだ彼を父と呼ぶつもりはありません。
I think maybe both are too strict to use in everyday conversation.

Sorry, I was misreading! stepfather: 継父 father in law: 義父 that person: あの人
BTW, in Japanese conversation, I think it's more natural to call stepfather "that person" or "him" and so on euphemistically than directly.
