8時から用事があるのです。わたしは8時に帰らなきゃいけないのです

Hi. Do the sentences above mean that the person has to go home at 8 in order to do errands or does it mean they don't finish work and get to go home until 8?

The first sentence clearly says: "I have something to attend to from 8 o'clock."

Judging from that, the second sentence says "I need to be back home by 8" (rather than "I need to leave for home by 8").

To un-clarify
わたしは8時(まで)に帰らなくてはいけないのです。
I must go home by or leave at (by) 8.
It could be after work to go see a movie, meeting with a friend(s), shopping, etc.
