Buy fine loose-leaf tea in Kyoto or Tokyo?

I am currently in Kyoto and will be going to Tokyo in a few days. I want to stock up on really good Japanese tea (sencha, genmaicha, gyokuro). What is my best bet?
I saw some tea in supermarkets, but it's mostly teabags, and then I have no way of telling good tea from rubbish (can't read Japanese). Are there any specialized tea shops that I should hit, ideally with English-speaking staff? Thanks!

I don't know much about tea, but there is a neat little tea shop about halfway down Nishiki Market in Kyoto that I've bought from in the past. They roast it right there and it smells absolutely wonderful.
I don't think they spoke much English, but they were super friendly and I don't recall communication being much of a problem.
