The sentences suggested by 10-10 is more like "There can be no true peace without true pain/sacrifices" or "True peace is always accompanied by pain/sacrifice." Is this what you want to say? I know nothing about Naruto ...
If I go from your English sentence, it would be: Hontou no itami wo shiranai mono wa, shin no heiwa mo shiranai. 本当の痛みを知らないものは、真の平和も知らない。 (Those who don't know true pain do not know true peace either).
