A Japan Map with all cities/towns

I've been trying to find a map of Japan that is broken into the cities/towns online. So far, the best I could find is this one: http://upload.wikimedia.org/wikipedia/commons/5/51/Japan_cities.pngIt's almost what I want except that some of the town and city borders are not there. They've just been melded into the white space. Can anyone find a map that has ALL of them? I feel like there must be one but my searches are just bad.

Not quite. Those maps have the city names written but what I want is the outlines of the cities and towns. The lines on those maps don't seem to be city divisions.

NOw I see. The black lines do show the prefectural borders, with the city names written, and the faint gray lines are toll roads and national roads :)

I just looked at a map of France and at the maps of 2 US western states and these big maps don't show the borders of cities/ towns either. Some maps have on the side or the back individual maps of some major cities but they only show the central area of cities.. not the borders..
I am not sure such maps exist. I looked at a map of my birthplace in France and it doesn't show any borders either. As it is the "border" has changed many times since I was a kid as houses, stores, factories, shopping malls etc. got build on what were fields and woods in my youth.
Once upon a time wide boulevards around a city were the border between that city and the suburbs..but now the border is not easy to define..
One city that has a definite border is Paris. What was once a fortified wall and moat around it is now a circular freeway around the whole city.On one side it is Paris, on the other side the suburbs..the later keep expanding too and "swallow" small towns, fields etc.
Postal codes in France are a virtual border. Any place with the postal code 75 (from 75001 to 75020) is in Paris.
Any address with the code 33000 or 33100 is in Bordeaux, not in the suburbs. I don't think it is that cut and dried in Japan..

Although it is not a very convinient solution, if you go to wikipedia to each prefecture's page, they do have a map that shows the city (town, village, area, etc.) borders. They don't have names, however; for that, you have to click on each individual city. For example, finding Gunma prefecture on wikipedia: http://en.wikipedia.org/wiki/GunmaThen clicking on one of the cities, Takasaki: http://en.wikipedia.org/wiki/Takasaki,_GunmaGives you a map showing you Gunma prefecture, city borders, and the bright pink is Takasaki. If you are looking for general all over Japan, this isn't useful, but if you are looking for a specific area, it might help. When I travel to different prefectures I can often find a map like you are looking for, with city and city borders labled. But I don't know where to find that online. Sorry!

I actually had tried to use the wikipedia prefecture maps but the problem is when I try to piece them together to make them into a map, they don't fit, because the sizes are all disproportionate.
If there was such a map for each region, that would not be so bad, but maybe you're right and there is nothing. I thought it might just be me with some bad search keywords.

For me it sounds that you are looking for a free Online GIS application which can fulfill your wishes. Below you can find a Web-Link, that's all what I can offer to you. In the index column you can turn on / off data selections and furthermore you can add differnt layers (possible that you must type your request into the search bar which is stated below in the Legend-tab)... Maybe I should mention that this free GIS application allows to adjust the Layer transparency (whats actually quite good)...
For example: add the Layer 'Admin_bound_Test2' (Municipal Districts 2010 Japan Administrative Boundaries) than right click on the same Layer and go to Layer Properties

That was perfect! I have some work to do to get rid of the writing so that it only shows the city boundaries but this is what I was looking for!
