If you only need intermittent access then you should also consider using Skype Wifi, which allows you to connect to paid wifi hotspots, but pay by the minute using skype credit (in your home currency). Overall it may end up cheaper than renting a SIM card or personal hotspot.

Download skype (computer or phone) and set up an account. Follow the instructions to add credit to your account.
Download the Skype Wifi app to your phone. Sign in with your skype credentials and follow the instructions from there.

I just checked the app and it seems that you cannot add credit through the app itself. You'll either have to do it via a computer or the web browser.

I am using a iphone4s so in that case I need to purchase the credits through website before i can use the skype wifi? With this I can surf anytime in Tokyo?

Yes, and I would suggest setting up auto recharge so that you are do not get stuck without credit.
With this I can surf anytime in Tokyo?
Anytime one of the partner wifi networks is available. In practice that means that you will be able to find service in most of the denser parts of Tokyo.
