In general:- Have lots of money. Do lots of research. Know what you are doing. Speak/understand Japanese. Hire at least two Japanese Staff. Contact an immigration/business lawyer.
Good luck!

I'm not seriously considering starting a business myself but always wondered on this hiring Japanese staff clause- how much of staff are we talking about? Do they set minimum hours they must work to count?

- 2 japanese or 2 permanent residents - Full time - With a real contract. No temp.
By the way, there is no garanty that immigration will give the investor visa even everything is done by the rules.
