Not only in Japan, but also in Muslim society, crossing Legs is forbidden If we young people, crossing legs in front of our parents or our elders Not only train ,but also in house,they have the right to slap or beat us permitted by Islam.But you can do this in front of your friends.so in Japanese culture, this old generation person do nothing wrong.

I cross my legs all the time on trains in Tokyo, if itfs not crowded. Never had a problem. But yeah, if itfs rush hour and youfre lucky enough to get a seat, best refrain from leg crossing. But to be fair leg crossing is much less annoying than man-spreading... legs wide apart taking up nearly two seats.
