if people couldn't travel then why sell the plane tickets?
They want your money, and it is not the airline responsibility to make sure you have a valid travel destination. In fact, Japan might simply be a transit point.

I already got my answer, spoke to people from the department of state, embassy of US in japan, Visa department as well, and yeah the only way one can go is if you are a national citizen there, have a job that sponsors you (work visa), schooling is tricky and requires certain perms but possible, but THATS IT. Anything else is a no go, there is a slight chance you may get permission and a visa to enter but only for what was stated above, but if you are new and not a citizen then no, simply no until the country reopens completely. Was told one can try and go there for other reasons but odds are very slim, to always call for info and to be prepared for going back. This was a journey but least I finally got my answers XD thanks again everyone for the help.
