Asian makeup in general emphasizes on skin and a clean look. However, the "Japanese" look I think you're going for is called Gyaru/Ulzzang, etc., which is aimed at teenagers and early 20s I guess and is all about cute.

Face: Just find a good skin match, you don't want to look ashy with a lighter foundation but make sure you wear sunscreen. A good skin regimen will do the trick after some time.

Eyes: It's all about the false eyelashes and circle lenses. Light shimmery eyeshadows are preferred. It also helps to have highlight in the inner corner, eyeliner, etc.

Cheeks: Pale pink or peach, on the apple of the cheek. Western makeup is emphasized on the side instead.

Lips: Pale pink or a nude color lipstick. Most importantly, a cute glossy lipgloss.

In response to the above post...gyaru and ulzzang are completely different styles. ulzzang isn't even Japanese, it's a Korean style intended more for looking good in photos/webcam/etc than in real life. yes they both use border lenses and fake eyelashes but that's about the extent of their similarities. other styles in japan also use these same things too, but the overall effect is different because the base makeup is different.

back on topic...
anyone interested in japanese makeup techniques should try to get to a japanese bookstore like kinokuniya, even in other countries they generally stock japanese magazines. japanese fashion magazines have excellent makeup tutorials. there are so many different fashion styles here, i think someone should just buy the magazine that looks closest to the style they like and try to copy the styles from there. cuz there would be a huge difference between the styles in Cancam vs. Ageha vs. Zipper vs. Vivi vs. Egg. A lot of the makeup products used are actually international brands, so you can get them overseas. its less about the products themselves and more the tecniques in applying the makeup that makes the difference.
