Dave and William are correct. This is meant to emulate the NCO Shin Gunto, but the fuchi, habaki and hi (groove) on the blade as well as the larger numbers of the serial number show it to be either a Chinese or more likely Indian fake. There are many fakes of this pattern. To the untrained eye they look like regular machine made NCO swords, but this one definitely isn't.
However the NCO Shin Guntos are of no real interest to proper Nihonto collectors anyways..being machine made and not dismountable. They are for the militaria collectors only.
Sorry..but 100% sure it is a fake.
