Best top-down view of Shibuya Crossing

I'd like to get shots of Shibuya Crossing from way up high and I was wondering which is the best vantage point for doing so: Tokyu Dept.Store, Excel Hotel Tokyu or Mark City?
Am I able to enter all these locations with relative ease, like I don't have to be a hotel patron to enter the top floor of the Excel Hotel? Or is this practice somewhat discouraged? Has anyone done this before and has any insight they can pass along? Thanks!

I think I've see most photos from the Hotel side, but I don't know if you can go up there, as I haven't done it myself.
