There are a few specific situations where you may not want to wear shorts, but they are generally ok otherwise.

Japanese people uncommonly wear shorts. They usually wear pants that go over the knees and end somewhere at the shins.
But for gaijin, it's accepted ;).

If you're talking about casual occasions, shorts are pretty much the norm. But they may not actually look the most stylish in city centers. It's not what you wear, but how you wear them.

I've seen a few of these "long shorts" and "short pants" at the stores but haven't seen anyone actually wearing them yet. Just wondering where you get the impression that these are the norm?
