ATC building rooftop sport area?

I went to ATC building in Osaka harbour today and noticed there was some kind of sports field or something on the rooftop when I took the elevator there. I looked at satellite maps it looked more like tennis fields or something. Couldnt find any info on ATC webpage. What is this place?
