Will the trains between Utsunomia and Nikko be running all night for New Years Eve? I want to spend New Year's in Nikko, but my hotel is in Utsunomia...

No, the JR Nikko Line does not run through the night. Even the JR Utsunomiya Line does not offer overnight service all the way to Utsunomiya. Only as far as Koganei.
Tobu Railways does not operate through the night in the Nikko area, either.
