Hi, What is the fastest way to travel from Sakamoto (Mount Hiei) to Kiyomizu temple in Kyoto?

Take Keihan Railway from Sakamoto via Hamaotsu to Higashiyama Station and then bus 100, 202 or 206 to Kiyomizu-michi.

Alternatively, you could take a JR train from Hieizan-Sakamoto to Kyoto and a bus or taxi to Kiyomizudera from there.
