I plan to visit this Mitsui outlet sapporo in the morning and afternoon to lake shikotsu the snow festival. Anyone can advise how can I go lake Shikotsu via train or bus?

you can take the bus from chitose station; the schedule can be found on the bottom of this page:
http://www.shikotsuko.com/access.html

note that departures with the �� do not run during the winter.
