Kobe City loop bus

Hello,
this is the timetable and route in English version. But I don't understand what it is trying to say about Stop #14. It seems that it will skip and go directly back to stop # 7?

We plan to board in Sannomiya (stop 7) but if this is the case, how do we even get to pass through stops 15 to 17, and stop 1 to 6? Thank you.

if you look further down on that page to the schedule, you'll see that certain buses will do a loop back to stop 7 after stop 14; those are indicated with a blue block. For example, at stop 13 there are 3 buses at 9:32, 9:43, and 9:54, the one in the blue block (9:43) will loop back to stop 7 while the other to will continue on to stop 15

From the #14, the bus will depart four times a day. In other times, it will not come there. Also, go to #7 in the north direction, it does not go to #15 in the south.
If you go in the direction of #15 in the south, there is a need to ride on the bus from #13.
