Is the Shichigosan an event that goes on all day or just on a specific time of the day? we will be in Matsumoto on the 15th of November and hope to be able to see it.

As written here, it is not a public holiday on November 15. So be done in the near weekend in many cases. http://en.wikipedia.org/wiki/Shichi-Go-San Without having to do anything special to the general public, it is enough to see a child wearing a kimono.
