First, Is there a fee? I heard some people say there is a fee to the visa, and others say there's not.

And you have to have pictures of each other together or other things to prove the relationship is legit?

There is a 4000 yen fee when you receive your visa. Everything done at immigration carries a fee, but the amount depends on what you want done.

Yes, they ask you to bring some pictures in to prove that it isn't just a marriage to only get a visa; they want to see proof that you actually have a relationship. They do not give these photos back.

Are you applying for a visa outside of Japan or for a change of residence from within Japan?

I will start with tourist visa and then switch over to spousal visa.

In that case the fee is 4000 yen as scarreddragon posted. Note that the fee is paid in revenue stamps which you can purchase at the post office.
