A convenient accommodation location in Tokyo

If I have only 2.5 days in Tokyo and would like to make good use of the time to visit Hakone, Asakusa district, Ueno, Government Building, Kusatsu and yet being able to do some inexpensive local shopping, appreciate if you recommend where I should be looking for accommodation that is easy to hope on to JR trains. I don't intend to spend a lot on accommodation as long as the hotel is decent and clean. Many thanks.

Plenty of choice if budget is not really a concern. Just google search for hotels at a JR station that you like...

Sorry, I hit the send button too fast. If budget is a concern, the hotel chain like Toyoko Inn or Super Hotel, usually nicely situated at major JR stations may be considered.

You realize that both Kusatsu and Hakone are daytrips and that half a day is a really short amount of time for Ueno, Asakusa, shopping and the government building.
You could do the Government building after Hakone but still, pretty packed imo.
I would try Ueno for inexpensive accomodation

You realize that both Kusatsu and Hakone are daytrips
I think Kusatsu cannot be fully enjoyed without an overnight stay at a local onsen ryokan.
