Can I buy Hokkaido JR Pass 4 flexible days at Kansai airport or Chitose Sapporo Airport?

Can the HOkkaido JR pass cover Tokachi Milky Liner from Chitose airport to TOkachigawa onsen?

Can I book Tokachi Milky Liner bus when arrive Chitose airport or have to book in advance via phone?

1. Chitose yes of course, Kansai no. The only places outside Hokkaido where you can buy a Hokkaido pass are Narita and Haneda airports and Tokyo station.

2. No, this is a bus and not operated by JR.

I am looking for Asahiyama Zoo Train timetable in Feb 2015 but I cannot find it. Could you please send me the new timetable for this special train?
I also find the timetable for Ryuhyo Norokko train from Abashiri to Shiretoko-Shari. I search in Hyperdia but I just see JR Senmo line. Could you please send me also timetable of Norokko train in Feb 2015?
