How about the Culture Day (3 Nov) in Japan?
I'll stay in Tokyo on that day what the places and activity are recommend ?

November 3 wonft be a problem, but November 4 will be: the day after the public holiday: we were in Tokyo that time last year and even though we knew post ofices etc would be closed, we found even most of the shops in Kappabashi dori were closed. Just warning...

That probably had something to do with the fact that in 2013, 03 Nov fell on a Sunday so the observance of the holiday was automatically transferred to the next working day (furikae kyūjitsu).
This year, 03 Nov falls on a Monday so no transfer takes place. Shops and offices will likely be closed on the day itself, and the day after the holiday should be pretty much back to normal.
