The Kansai Wide Area Pass does not cover the Tsuyama Line (which includes Hokaiin Station near Handayama Botanical Garden). It does cover Kurashiki. Here is the area it covers: https://www.westjr.co.jp/global/en/travel-information/pass/kansai_wide...Despite that, if the cherry blossoms are in full bloom in Tsuyama, I would highly recommend going. It's so beautiful and impressive; One of my favorite places in the nation to see cherry blossoms. Kurashiki is easier to combine with Okayama, because it's closer, and it's a great destination, but It's not much of a cherry blossom spot, though. To include Tsuyama, I'd definitely recommend starting your day early and going to Tsuyama before (or instead of) the botanical garden if the blossoms are at their peak. Since it is just a daytrip, I'd suggest leaving it open and tracking the cherry blossom progress in Tsuyama during your trip. If they're blooming in Tsuyama, then I would make the effort to go there. If they seem too early/late then you can make the decision yourself regarding whether or not you think it will be worth it. Tsuyama is still a nice town otherwise with a nice historic district, but I know your main purpose is cherry blossoms. You can check the progress of the blossoms in April at these sites: http://www.tenki.jp/sakura/http://hanami.walkerplus.com/list/ar0833/

Okayama City is often an overlooked place - Korakuen is one of Japan's most famous 3 gardens and worth a look (actually doesn't take up too much time either) - and it's right next to the castle. Handayama is also an extremely beautiful place though - lots of flowers (not just cherry blossoms) and it is still relatively unknown to the tour books etc so it isn't overrun by the crowds: https://www.youtube.com/watch?v=JGQ8o7k9GbA However, there's nothing in your original post about the cherry blossoms, so that might not be your primary interest. If you want to see the blossoms, go for Tsuyama. If you want a touch of old Japan with its canals, then Kurashiki. If it were me, I'd also pick Tsuyama over Kurashiki. If you want a site in English for the blossoms, then you could try: http://www.jnto.go.jp/sakura/eng/index.phpThere is also: http://sakura.weathermap.jp/ which is in Japanese but anyone can understand it. Note though that until 4-6 weeks before the actual blooms it can be hard to accurately predict when the cherry blossom season will actually start.

I should probably point out that the link for Kurashiki I posted earlier also contains pictures from Himeji - don't expect to see a castle or lots of sakura in in the former!
Cheers.
