I heard there will be a construction at the Hirosaki Castle. During the 2015 Cherry Blossom at Hirosaki Castle, is the moat still present (with water - not drained)? Is the place open to the public?

The moat will be dry and filled. Probably a little bit ugly to look at. But the festival will be held as usual. Here are some basics:
