Hi
I will be in Tokyo in April and will be travelling to the following places. Can you please advise me the easiest and cheapest way to get to these locations.

1) Shinjuku to Kusatsu
2) Kusatsu to Matsumoto
3) Matsumoto to Atami

I am thinking of renting a car in Atami. Is it safe to drive Izu Peninsula or should I just take public transport?

Easiest and cheapest is often not the same.

1) Shinjuku to Kusatsu

2) Kusatsu to Matsumoto

Take the bus from Kusatsu to Karuizawa, then the shinkansen to Nagano and then the train to Matsumoto.

3) Matsumoto to Atami

Take the train from Matsumoto via Kofu and Fuji. There are not too many connections.

Whether it is safe or not depends mostly on your driving skills. You are unlikely to encounter snow, if that is what you are worried about.
