Fuji Shibazakura Festival 2015

I wanna know when Fuji Shibazakura Festival start in 2015. In website show only in 2014 that arranged during April/19/2014 through June/1/2014.

I will stay at Kawaguchiko during Apr 15-17, 2015. Could i still see the pink moss around that area although no festival arranged?

The festival starts this year from April 18 and it is doubtful whether access is opened before that.
