Which accommodation to choose?

Hi, I'd like to ask for suggestion regarding where to stay.
I'll be in Tokyo this early September.
I'd like to stay near Nippon Budokan and I'm currently looking into these two options:
- Toshi Center Hotel
- Sotetsu Fresa Inn Ochanomizu-Jimbocho
Anyone have any experience with the second one?
I couldn't find much review about it, is it because its quite recently opened?
I haven't plan my itinerary yet, but I only plan to visit places nearby like Shibuya, Akihabara, Ginza, etc.
Which accommodation would be a better place to stay at?
