In Japan No electric(full assist/no need pedaling) bike sales for public road
bc high-power model are all illegal not "a cycle" by vehicle safety law.
High power models belong "mortor-cycle" need mortor cycle license,helmets and more.
So "electric cycle" means "part time assict" type mainly.
But no worry regular use pedaling lightly comfortable.

And Japaese saying "bike" means "motor bike(cycle)" mostly.
Say "jitensha" as japanese easy also younger using "chari/charinko" instead most.
"Den-chari" or "Den-ashi(assist)" is electric assist one. (Den :Denki means electric)

What kind of electric bike do you have in mind?
I was there last year and trying to rent " no pedalling" electric bike, only to meet with disappointment - no such bike.
You could rent a scooter/ motorcycle, but you need mortorcycle license.
