I'm looking up sightseeing buses in Hakodate and find this bus named Twinkle Bus Hakodate of JR Hokkaido.

You can see on this link http://www2.jrhokkaido.co.jp/global/english/travel/twinkle.html (scrolling down the page) written that "* Only passengers with tickets for the JR Hokkaido lines (excluding commuter passes, admission tickets and IC train tickets) can board the Twinkle Bus. Please make a reservation at the nearest JR Hokkaido station, Twinkle Plaza (JR Travel Service Center) 3 days in advance. Be sure to show your JR train ticket or purchase together with your JR train ticket."
What I don't get it is the meaning of the JR train ticket, is JR Hokkaido Pass that I must have other than purchase a Twinkle Bus ticket?

It is just what it says. A JR ticket, excluding commuter passes, admission tickets (tickets used to just enter a station without actually taking a train) and IC train tickets (like Suica).

is JR Hokkaido Pass that

I am pretty sure that the JR Hokkaido Pass is also considered a JR ticket.

Hi, if I am using a 7-Day Japan Rail Pass, can I also buy tickets for this Twinkle Bus?

Hi David,

What I've known that Twinkle bus is Hakodate sightseeing bus By Hokkaido so that means you should have a JR Hokkaido Pass.
Well, I am not so sure too but you can read here for more detail http://www2.jrhokkaido.co.jp/global/english/faq/faq04.html the difference between JR Pass and JR Hokkaido Pass.
