Is the Ropeway reopen?
Is it possible to visit the area next week?

No it remains closed and is likely to stay that way into the distant future. Buses still travel through the area, but its more transportation than sightseeing.

I went there in January and the ropeway to the top was off already, though the buses would drive us to the shops area.
The ropeway was accessible to go down to Togendai.

Is it still this way or is it worse?
What is the nearest point to the owakudani?

The closure started in May 2015, and at present the entire ropeway is currently closed between Togendai and Sounzan. This is unlikely to change into the distant future, and I would consider it as permanently closed until further notice.
