Well, it depends on what you want to do. Are you stopping in Hiroshima? Do you have to go back to Tokyo? Do you want the fastest options, or do you not mind taking slower, cheaper trains, and/or busses?
As it stands, the 21 day pass or even a 14 day pass might be usefull. Especially if you travel a lot in the "surroundings".

Yes it is worth it to have the JR pass. I went from Tokyo to Takamatsu ( Kagawa ) and back to Tokyo used it in Tokyo. in my opinion it was worth the money. it looks like you will be traveling a lot.

Yes it is worth it to have the JR pass.
Provided it pays off for your itinerary. The OP's itinerary is a little questionable. For example, will you return to Tokyo afterwards. Otherwise, a JR Pass may not pay off and you would just be buying convenience.
