Early April is usually a good bet. If you are too late for the blossoms in Osaka/Kyoto, you can usually see them in nearby places like Yoshino or Hikone. However, if you are too early, it is difficult to catch the season except for some early-blooming trees.

If you go in mid April, the risk of missing the season increases, but you could still catch the flowers in a side trip somewhere.

Tokyo usually blooms a little bit earlier than Osaka and Kyoto, but it is not necessary to visit both.
