Can I purchase the Mt. Fuji and half day sight seeing trip in NIKKO arranged by tour operators directly with out online ticket buying.
I will be in Tokto from 17th to 20th of October.

Do you have any specific tours/tour operators in mind already? For Nikko at least, I would suggest you book ahead, or plan to travel on your own (allow plenty of time for traveling), because it gets very crowded due to the autumn colors, so I would expect the tours to be booked out.

I intend to book half a day bus sight seeing trip from Nikko railway station by Japanican tours and to Mt.Fuji by Viator tours
Is it possible to buy tickets across the counter instead of online booking. If so where to buy in Tokyo

I have not heard that Japanican or Viator has any physical office in Tokyo, though.
