How many hours Should I allow for Inari?
And Himeji?
And Kobe Harborland?

Inari? As in the sushi rice in sweetened beancurd skin?
Himeji takes anywhere from an hour to four. Kobe Harborland takes anywhere from half an hour to five hours.
What do you plan to do there? Have lunch? Snap photos? Shopping?

Inari probably means Fushimi Inari in Kyoto. If so, you should be able to do it in about 3 hours. (It also depends if you want to hike all the way to the top). This is excluding transport from whatever hotel you're staying in, though.

As for the others, I'd agree with the poster above. It depends on what you plan to do, how you want to get around, how fast you walk, etc.
