Is it true what I heard that the Narita airport limousine bus to Tokyo costs only 1,000 yen one way? If so why are they doing this and for how long is it good for?

Yes, there are two discount bus companies running regular 1000 yen service between Narita Airport and Tokyo/Ginza Stations. They've been in operation for a few years now and should continue for the foreseeable future. More info here: http://www.japan-guide.com/e/e2027.html
