Where to buy Nikko local bus pass?

Hi everyone,
In this website it mentioned that the JPY2000 bus ticket is available in Tobu station.
Is it also available in JR nikko station? If so, do we buy from Midori no Madoguchi?

No, I don't think so. But the Tobu station is just a 3 minute walk from the JR station.
