Hi,
is Mt Fuji accessible by cycling up in Jan 2016? any info or details need to take note of?

You mean all the way to the top?

The official climbing season is only during the summer.

Even in summer season it is prohibited to ride on bicycle after "go-gome".

You can go up to the 5th station by bike.

There are two main routes (both are paved), Fujisan Sky Line and Fuji Subaru Line:
(1) Fuji-san Sky Line
to go up to the New 5th Station (altitude 2,400m)
total distance: 16.5km
hill-climb of 1,200m in altitude
average angle of the road is 7.3%
(2) Fuji Subaru Line
to go up to the 5th Station (altitude 2,305m)
total distance: 25km
hill climb of 1,270m in altitude
average angle of the road is 5.1%

The website (in Japanese language) I found says that even Fuji Sbaru Line is longer, Fuji-san Sky Line is tougher because of the steepness of the road.

Please note that the road is open all year round, but it's open 24h only during summer (July and August). In other seasons, the gate opens at 9:00am and closes at 16:00 - 20:00 depending on the month. When the gate is closed, no people nor vehicles nor baikes are allowed on the road.

PS. In the mountain it could be freezing cold even during summer. In winter the road could be frozen or has some snow - not really recommended in January!

Yeah at some parts you will need to carry the bike but it is possible but maybe do it in summer! Going down should be no problem.
