a. Is it suitable to visit Jingokudani Hell Valley in the winter time like December month?
b. Is there a hot spring in the middle of snow open area?

Yes, winter is the best time of the year to see the snow monkeys in the snow. Outside of winter, there is no snow. Snow is not guaranteed in early December, though. When there is snow, make sure to bring proper shoes because it can be slippery. And it is a rather long walk to the park.

b. Is there a hot spring in the middle of snow open area?

There is an outdoor onsen pool for the monkeys. And at a nearby ryokan there are outdoor and indoor pools for humans.

c. Any good hotel recommendation nearest to hot spring?

There is a really rustic ryokan very close to the park:

For a less rustic overnight stay, I recommend nearby Kanbayashi, Shibu or Yudanaka Onsen.
