we will stay in a Ryokan in Takayama in Feb 1016, will this Takayama Hokurika tourist pass bring us to the Ogimachi Lights up and also return to our ryokan after seeing the lights up. Or should we hire a taxi to go up which is very costly.

"Hokurika", first time I see this one... Well, what are you not clear about? You should know that the pass covers buses between Shirakawago and Takayama, and you should have the bus timetable, which is available on this website.

You can use the Takayama-Hokuriku Area Tourist Pass between Takayama and Shirakawago on Nohi buses. However the last bus from Shirakawago to Takayama leaves at 17:30 which is about the start of the Light-Up. Here is the link to bus times http://www.nouhibus.co.jp/english/shirakawago_kanazawa.htmlSo the only way now is by taxi as bus tour packages are fully booked long time ago.
