It is called Tokunai Pass (lit. within the 23 city wards), not Tokunei.
1. haneda airport to akihabara
No, access to/from Haneda is not covered.
2. asakusa
No, Asakusa cannot be reached by JR train.
3. Mitaka
No, Mitaka is outside of the 23-wards covered by the pass.
4. Ikebukuro
5. Hamamatsucho
Yes, Ikebukuro and Hamamatsucho can be reached by JR lines and are within the area covered by the pass.

No, access to/from Haneda is not covered.
... because Haneda, like Asakusa, cannot be accessed by JR train.
