How can you participate in anime conventions?

Hello, I live in Japan and I have heard about the convention in March and I would like to participate in the convention as an anime character named Ciel Phantomhive from Kuroshitsuj (black butler). Is there a fee? If so, how can I pay it or fill out forms for it?
