Is Kansai One Pass same as ICOCA + HARUKA?

Can I use Kansai One Pass to buy discounted HARUKA train tickets travelling from Kansai Airport just like those offered in ICOCA + HARUKA prepaid card?
In other words, does Kansai One Pass has ICOCA + HARUKA card's benefits?

The card in the Kansai One Pass is an Icoca. Among other things, it allows buying only the discounted Haruka tickets, without having to buy another Icoca.
