Of course you can, but I don't recommend taking bus from the city center to Arashiyama. It will take time even traffic is not busy, and take much time if you encounter the traffic jam. There are three train lines going to Arashiyama (JR, Hankyu and Randen). You should take JR from JR Kyoto station, Hankyu from the city center (Gion, Kawaramachi etc) and Randen from Kinkakuji area. It is only 250 yen or so, and you can save, say, 30-60 min.

Can I use kansai thru pass go to arashiyama and around ?http://www.japan-guide.com/e/e2357_005.htmlIf you mean this pass, yes, you can use it if you take Hankyu or Randen lines. If I can use it to be save and the best way. ???It depends on your itinerary. For example, if you start from Umeda (Osaka), it costs 400 yen to Kawaramachi. Kawaramachi to Arashiyama (Hankyu) is 220 yen. Arashiyama to Umeda, 400 yen. So the pass (4000 yen for 2days, 5200 yen for 3 days) does not pay off. You should calculate the total cost and compare it to the pass. Note that Kansai Thru Pass is valid only on non-JR lines.

https://www.google.com.au/maps/dir/Kawaramachi+/Arashiyama+/@35.008602...google is your friend! The Kansai through Pass very rarely pays itself off unless you travel to Hineli or Koyasan. The pass averages 1733-2000 yen per day depending on the pass you go for. Somewhere in Osaka to Gion = 120+400 yen Gion to Arashiyama (above linked example) = 360 yen Arashiyama to Somewhere in Osaka = 400+120 yen Total = 1400 The buses are very slow in the Kyoto city center, I would try and use the subways and trains as much as possible to save time. I would use a IC card for travels around Osaka and Kyoto that aren't covered by JR passes.
