I'll be in Sapporo for 3 days (July 6 to 8) and I have a JR pass. Can I book my tickets for the Hayabusa shinkansen at the JR office in Narita airport for my forward and return tickets to:
Tokyo to Shin-Hakodate-Hokuto (July 6)
Shin-Hakodate-Hokuto to Sendai (July 8)
Sendai to Ueno (July 9)

Yes, but if there is a long line behind you trying to exchange vouchers, it is polite to wait and do it at a later time at your arriving station.
