I plan to Shiga on next year jan 6/1/17 , i want to know which area of Shiga have snow ? I just want to meet snow location but not for play ski.(if i dont want to go mountain)

I'd vote for the highlands also. you can get a bus from Shiga station to the cable car and go up to the touristy area at the lowest end of the slopes.

i means the Shiga perfecture , i want to go.OK, that's very normal :). Shiga Kogen is famous for snow, so I thought you might mention it. Then Shiga prefecture. Most of the populated places in Shiga prefecture are on the lakeside of Biwako, the surface elevation of which is about 85 m. Therefore most places including Miidera will not have snow except for the heavy snowfall days. As previously mentioned, your best bet will be going to some ski resort such as Biwako Valley. http://www.biwako-valley.com/topics/22706To go there take JR to Shiga and then bus to Biwako Valley.

Concerning Miidera, it's possible but not likely that you'll have snow at that location. It's in Otsu, right next to Kyoto. There are usually only a few days of snow a year in that area.
The north and northeastern part of the prefecture (Samegai Station~Kashiwabara Station) is probably the non-skiing area that gets the most snow in the area, but you still can't count on snow.

I've seen lots of photos of the Ishiyama-Sakamoto Keihan train line covered in knee deep snow. That doesn't mean that it will snow every year like that.
But as I suggested, you'll get snow at Biwako Valley, and maybe if you go higher to Sakamoto, there is also a cable car up the mountain to Enryakuji on Mt Heien. The higher you go, the more chance of snow.
