Flight delays in winter

Are flights commonly delayed in winter? like when there are snowstorms or due to airtraffic in busy months like december...
This is my itinerary:
9:00 am arrive at narita airport via our local airlines.
Then go to hokkaido (chitose) via Peach Air.
Can you advise me on which flight/time sched should i book my flight to hokkaido? I'll be going in Christmas season.

Yes, it is common for flights to be delayed or even cancelled in winter. It is not possible to predict when this happens so far in advance.
