The last train would be at 23:00, or Limousine Bus about the same time.

Have you confirmed that you cannot choose Haneda Airport [HND] instead?
Even on the supposition that your plane lands as scheduled, I have to say that you should be at a risk of having no public transportation method other than taxi.
Narita Airport [NRT] is located actually outside Tokyo Metropolis. It is about 60 kilometers at direct distance from NRT to Ikebukuro.
Any suggestions for any hotels near Narita Airport?
How is your budget per room per night? How many travelers will you be? Will there be a small kid?
Inside NRT Terminal 2 Building, there is a hotel with a minimum standard of amenities, whose sleeping facility is a capsule unit. (This hotel demands male and female guests to stay separately.)
Also, there are some hotels near (JR) Narita Station and Keisei Narita Station, which are outside the airport. In a case where you cannot catch a train or free bus, you should use taxi.

Hi Omotenashi,
The airport which we are landing is the Narita airport. We have 2 kids with us therefore am considering to stay a night a hotel nearby the airport . I am considering the Mercure Narita Hotel. Is it suitated at walkable distance or do we need to take any trains or buses?
Thank you!

You are not likely to catch a free bus from NRT to Mercure Hotel Narita, because the last bus is to depart much before your plane's ETA 22:10. - Source in Japanese https://www.mercurehotelnarita.com/access/index.htmlThis hotel is just near Keisei Narita Station on Keisei Main Line. This Keisei station may be called simply as Narita (Station) with "Keisei" omitted. Also Narita Station of JR is close to this hotel. The last Keisei train is to leave NRT Terminal 1 / Terminal 2 at 23:03 / 23:06, slightly later than the last JR train by a few minutes. The one-way Keisei fare per adult is 260 yen. To use Keisei Main Line, you get through both entrance and intermediate gates in the Keisei station in NRT Terminal 1 / Terminal 2. Please make sure not to catch a train in the first zone. http://www.keisei.co.jp/keisei/tetudou/stationmap/pdf/us/145.pdfhttp://www.keisei.co.jp/keisei/tetudou/stationmap/pdf/us/144.pdfA taxi fare for you to get from NRT to the hotel is estimated at around 4000 yen per car per ride. (Extra-rate taxi fares apply to rides during late and early hours.) One middle-size taxi car carries up to four adult passengers.

Thank you for the advise. In this case, we have around 45 mins to clear the customs . It should be sufficient right? Or anyone can help advise any nearest hotels at walkable distance?
Thank you.
